Abstract

Mainstream governance in local politics aims to promote gender equality by ensuring equal participation of men and women in decision-making, in line with sustainable development goals. This study profiled women punong barangays, examined their leadership styles, performance levels, and administrative capabilities, and explored their lived experiences. Using a descriptive research design and a mixed-methods approach, data were gathered from 5 former and 13 incumbent women punong barangays, 26 barangay secretaries and treasurers, 91 barangay officials, and 381 barangay residents. Results showed that most women punong barangays were aged 41–75, married, and college-educated, with prior service as barangay kagawad for 6–10 years. Nearly all adopted a democratic leadership style, demonstrated outstanding performance, and exhibited very high administrative capability. Statistical analysis revealed no significant relationship between their profiles and leadership styles, performance levels, or administrative capabilities. Themes from their lived experiences included public service as a familial succession, the importance of vox populi and public trust, successful project implementation, recognition through awards, formation of local organizations, dissatisfaction among some constituents, and aspirations for gender equality in politics. The findings underscore the critical role of women in governance, highlighting their capacity for leadership and contributions to local development.
